Moving out of state while owing michigan driver responsibility fee?

I am planning on moving to Florida next spring. My license will no longer be suspended, but i will still be paying on my driver responsibility fee. They now allow you to make installment payments and get your license back. I am wondering if I can move to Florida and no longer make those payments. I know I will not be able to drive in Michigan anymore, I don't care. I just want a license in Florida and am concerned about the fee going into collections, gaining interest, or being taken from my federal income taxes. Is it only a Michigan thing where they can take your state taxes and garnish wages, or will they follow me wherever I go? Thank you for all responses!
